Institution of Civil Engineers wanted to refurbish its Westminister headquarters, making it more accessible, improve members facilities, increase conference income and engage with the public
 
The Institution of Civil Engineers selected Black following an invited competition to undertake a detailed feasibility study for the reordering and refurbishment of their 1 Great George Street Headquarters. The brief developed by Black and the ICE called for a reordering of the major public areas to improve facilities for members, increase the revenue earned through hiring spaces and encourage and improve access to members of the public to promote the work of the profession. The feasibility proposes that the lower ground floor will be made fully accessible and used to accommodate a cafe, a public exhibition gallery and an education centre, designed to engage children with the wonders of civil engineering. Additional function spaces provide additional revenue and a new members suite with full IT connectivity will provide members with the ideal environment to work, engage with other ICE members and hold informal meetings with clients. The existing Upper Library will be fully refurbished, including the environmental upgrade of the dramatic barrel vaulted glazed roof then and returned to library use. A global fundrising process is currently underway led by Sir Michael Bear.
